MDOC Release and Discharge Paths

Michigan Department of Corrections custody concerns people sentenced to state prison and people under MDOC parole or probation. It does not cover a person whose only confinement was a Gladwin County jail term. A Gladwin felony judgment can send a person to an MDOC institution anywhere in Michigan because no state prison was identified within Gladwin County.

“Date Paroled” is the key retrospective prison-departure field. It shows the date the person left prison or was formally placed on parole from another nonsecure setting. Parole remains supervised release. “Discharged” means MDOC authority ended. A new prison Location without Date Paroled can simply reflect an institutional transfer.

Confirm a Gladwin MDOC Release

The Offender Tracking Information System, or OTIS, is the main public search for a former state prisoner. Use it only when a state sentence, parole, or MDOC probation is plausible. A Gladwin County Jail release will not appear if no MDOC jurisdiction exists.

1. Open OTIS and choose the offender search.
2. Enter the six-digit MDOC number when known. Otherwise, use at least the last name and careful identity filters.
3. Set Offender Status to ALL so a discharged record is not hidden by a current-only filter.
4. Open the linked MDOC number and compare identity details.
5. Read status, Location, Earliest Release Date, Maximum Discharge, Date Paroled, and discharge information together.
6. Use the Location link for the institution or supervising office when it is available.
7. Confirm completion through the discharge field or a formal Discharge Certificate.

Gladwin MDOC Release Search Fields

OTIS fields answer different questions. The MDOC number is the strongest identifier. Status tells whether the person is listed as a prisoner, parolee, probationer, discharged person, or another state. Location can identify a prison or field office. Sentence and conviction data help match the correct record but should be checked against the sentencing court if an error is suspected.

The official OTIS form shows the Status control that should be set to ALL for a released-person search.

The form also allows identity filters. Those filters should narrow a result, not justify selecting a person solely by a common name.

MDOC Release Records Contact

OTIS is a public display, not the only MDOC records route. The department accepts FOIA requests for specific releasable records. Give the full name, date of birth, and six-digit MDOC number when known. Ask for the discharge certificate, public time-computation material, parole action or release information, and an available public photo as separate items.

MDOC also lists Corr_Records_Info@michigan.gov for current-prisoner records and MDOC-Records_Retention@michigan.gov for past-prisoner records up to six years after release. A public request should not seek or expect a restricted PENPACK. Ask for the specific releasable component instead.

MDOC policy identifies a formal Discharge Certificate, CSJ-130. That certificate is stronger evidence that state authority ended than a parole date alone. The department’s official FOIA process supplies current request instructions.

MDOC Coverage for Gladwin Cases

MDOC is a statewide prison and community-supervision system, not a single Gladwin facility. It covers state prisoners, parolees, and state probationers under its jurisdiction. It excludes jail-only detainees, people held only in a city lockup, people not sentenced to MDOC, exempt information, and most discharged people after the public display window. The Gladwin County Sheriff remains the source for the separate local jail episode.

OTIS normally shows people discharged within three years. A former state prisoner can disappear from the public display after that period while court and corrections records continue to exist. Use MDOC Records Retention or FOIA for older material, and use the Gladwin sentencing court as the durable legal source.

Michigan Release Date Limits

Michigan is not accurately described by a general “serve 85 percent” rule. MDOC’s Truth in Sentencing material says covered offense-date groups must serve the full judicial minimum in prison before parole consideration. The rule applies to listed assaultive crimes committed on or after December 15, 1998, and other covered crimes committed on or after December 15, 2000.

Older offense-date groups may involve good-time or disciplinary-credit rules under MCL 800.33. Credits, forfeiture, restoration, concurrent or consecutive sentences, jail credit, and misconduct rules can affect calculations. A public search result should not be used to perform an individual sentence calculation.

The Parole Board may grant, deny, or defer release after eligibility. A favorable decision can precede physical departure while placement, conditions, and notice work continue. Date Paroled remains the stronger retrospective field.

Gladwin MDOC Supervision Office

A person on parole has left prison but remains under MDOC authority. A person on state probation may be supervised by MDOC without ever having served a state prison term. Start with OTIS and its Location link because assignments can change. The office nearest the old court case may not be the current office. Use MiCOURT to identify the controlling Gladwin judgment.

The Region 5 directory covers Arenac, Bay, Clare, Gladwin, Gratiot, Isabella, Midland, and Saginaw counties. District-court probation is a separate local court channel. A supervision status should be confirmed with the assigned office, subject to disclosure limits.

Correct Gladwin MDOC Release Data

MDOC routes errors according to their source. A court-derived error belongs with the sentencing court, including the Gladwin 55th Circuit Court for a felony judgment. A supervision or absconder error belongs with the supervising field office. General OTIS data questions can be sent to CorrectionsInfo@michigan.gov. When a conviction has been set aside, MDOC says removal follows receipt of the required legal authority.

An empty result is not proof that a state record never existed. First use Status ALL, confirm spelling, and try the MDOC number. Then account for the three-year public discharge window. Respect a record’s present public status rather than using stale private copies to bypass a legal restriction.

When OTIS shows Date Paroled and a current status of “Parole,” the accurate statement names both fields and the date of the check. It should not shorten the result to “sentence completed.” If the Location link points to a field office, that office can address current assignment or supervision information within its disclosure rules. The Gladwin County Jail should not be asked to prove a later state-prison departure unless the person also had a new local booking.

Note: Parole proves prison departure; discharge proves that MDOC authority ended. The two events may be years apart.

Gladwin Parole Decision Timing

The Michigan Parole Board gains jurisdiction under the applicable sentence and eligibility rules, but parole is not automatic. Routine consideration generally begins before the eligibility point. Interviews are usually secure video proceedings rather than a public Gladwin County calendar. Michigan’s public hearing page covers special matters such as lifer, commutation, and pardon hearings, so it should not be treated as a complete named-person parole schedule.

After a favorable decision, the Parole Release Unit documents the parole date, term, special conditions, placement, and required notices. MDOC states that at least 28 days separate the Board’s release decision from physical release. A grant can also be amended or rescinded before departure. For that reason, the decision record is prospective while Date Paroled is retrospective evidence that the prison exit occurred.

MDOC legislative reports provide aggregate Parole Board decision totals. They are not an individual decisions database. A named-person check belongs in OTIS, followed by the Board, Parole Release Unit, assigned office, or a focused FOIA when the public profile does not answer the question.
